Restrict network interface for JobScheduler Universal Agent listener

Current Situation

• The JobScheduler Universal Agent listens to any network interface on the specified port.

Desired Behavior

• The Agent can be configured with the command line option -ip-address to listen to a specific host name or ip address.
• The default behavior remains untouched, i.e. the Agent listens to all available network interfaces
• Though it is configurable which interfaces the Agent should listen to. Whether all interfaces or just one can be configured.
