<file_order_source> based orders on the JobScheduler Universal Agent do not set the created attribute

Feature
Orders which are created from a <file_order_source> on a JobScheduler Universal Agent do not set the file creation date in the created attribute of the order.
This deprecation only affects file orders created by the JobScheduler Universal Agent. Orders created by the "classic" Agent still set this attribute.
