<job_chain_node.modify action="next_state"> does not work properly while the node is executing an order

Current Situation
While a job chain node processes an order the node is skipped via JOC
When the node runs into an error then the order gets suspended and stays in this state. When resuming the order via the JOC the order is shown as "Running" again, still in its skipped state and does nothing.
Desired Behavior
As the node is skipped, the order should proceed with the next state.
