Description

Current Situation
A job_chain can be blocked with max_orders="0".
JobScheduler logs the following message when loading the configuration:

 SCHEDULER-720  job_chain /calculator is deactivated (set max_orders to activate it)

If an order is started for such a job chain then the order will not start and no information is logged.

Desired Behavior
JobScheduler logs an info message that the order will not be executed due to the setting max_order="0".
