"alert_when_directory_missing" of <file_order_source> should send a notification

    Description

      Current Situation

      • If a monitored directory is not available and the attribute alert_when_directory_missing has been set then no notifications are created.

      Desired Behavior

      • This feature works as designed, see JS-1069
        • A log entry is created if a monitored directory is not available
        • An e-mail notification is sent if a monitored directory is not available
        • An e-mail notification is sent if a previously unavailable monitored directory becomes available
