Enable configuration server to handle more (2000) workload schedulers

    Description

      Now, the number of registrated workload schedulers in a configuration server is limited to below 800 because every workload scheduler holds a TCP connection.

      The connections should be temporary or HTTP based. The registration should be decoupled from the TCP connection.
