Description

Current Behavior
- <include> can be used in <params> directly under <job> and under <order> elements
- This conflicts with the specification for JobScheduler in http://www.sos-berlin.com/doc/en/scheduler.doc/xml/params.xml#element_include
Desired Behavior
- JOE should not allow <include> elements for scheduler.xml
