JOE should perform a check that the valid_to, valid_from and substitute attributes for schedules are used with valid values

Current Situation
When saving a schedule that sets the valid_from and valid_to attributes then it is possible to

1. store a valid_from value that dates after the valid_to value.
2. store a valid_from value or a valid_to value that is in the past.

Desired Behavior
A message should be displayed if the valid_from value dates after the valid_to value or if the valid_from value or the valid_to value are dated back to the past.
