Options Tab View in JOE's Jobs View should be scrollable

Current Situation

The options tab view in the Jobs View is not scrollable. When the windows is too small not all options are shown. There is no chance to make them visible.

Test Case

• Open JobScheduler Object Editor.
• Click on job in Jobs View.
• In job click on Option Tab View.
• The Option tab View in the job is scrollable.

Negative Test Case

• In 1.12.7 the Option tab View in the job is not scrollable.

Positive Test Case

• In 1.12.8 the Option tab View in the job is scrollable.

Desired Behavior

The options tab view in the Jobs View should be scrollable. All options should be editable even on low resolutions.
