JOE should not offer the option to add missing nodes when no nodes are missing

Current Situation

• JOE offers an option to "Add missing nodes" even when the configuration of a job chain is complete.
• This only happens when being at the configuration of an "end node" and not at the configuration of a "full node".

Desired Behavior

• JOE does not offer the option to add missing nodes when no nodes are missing.
