JOE should not have dependencies to a browser or XULRunner

Current Situation
JOE has dependencies to org.eclipse.swt.browser.Browser. The dependencies are with the wizzard when showing parameters. JOE uses the browser when showing the description coming from the html documentation. As some machines do not have a xulrunner and because the bug described here can effect the behaviour, JOE should use a comman text area and just remove all html tags.
Desired Behaviour
As not all server machines provide a browser and because the bug described here: https://bugs.eclipse.org/bugs/show_bug.cgi?id=383896 can effect the behaviour, the dependencies should be removed and JOE should use a comman text area and just remove all html tags.
