Set Parameter Name/Value Pairs in JOE's Return Code Form only when an add_order command is selected

Current Situation
Parameter Name / Value pairs entered in the 'Add Param' part of the Return-Codes form are not saved if no add_order command is selected.

• Open Return-Codes form for a job node
• Click 'New Param'
• Enter parameter Name & Value
• Click 'Add Param'
• Click 'Apply' - form will close
• Reopen form for same job node
• Parameters are not displayed, saving the configuration will show that the parameter name / value pair has been lost

Desired Situation

• It should not be possible to add params if not add_order command is selected
