Joe should enable Apply Period Button when changing the end-time-fields

Description
When creating a period with JOE and change only the end fields for the intervall definition, the apply button remains disabled when changing the field End-Time_Hour.

Desired behaviour
When creating a period with JOE and change only the end fields for the intervall definition, the apply button should be enabled.
