Refresh of Job Chains view should work for root folder

How to reproduce

• click on the root folder in the tree
• job chains in the root folder are shown on the right side
• click on button "Active"
  • '"/" folder is empty' is shown
  • the web service response contains the correct job chains
• click on button "All Job Chains"
  • '"/" folder is empty' is still shown
  • the web service response contains the correct job chains
• if the "/" for the root folder in tree is clicked again then the view shows the correct Job Chains

Desired Behavior

• When clicking on the root folder in the tree and using one of the buttons such as "Active" then immediately the correct job chains should be displayed.
