Reasons for Audit log should work on using Deploy and Delete Draft for objects

Current Situation

• When the parameter "force_comments_for_audit_log" is set to "true" then the JOC Cockpit does not ask the user to add a reason while using function deploy and delete draft on the objects.

Desired Behavior

• When the parameter is set to "true" JOC Cockpit should ask reason while deploying and delete a draft of the objects.
