Agent Cluster View should show all Agents even if the Master is down

Current Situation

If an Agent has been configured to which the Master has never been able to connect, it will be displayed in the Agent Cluster View as "not available" if the Job Scheduler Master is running, but this Agent is missing if the Master is not running.

Desired Behavior

Agents to which the Master has never connected before should be displayed regardless of whether the Master is running or not.
To do this, however, the Master must have run at least once after the Agent has been configured.
