Show job node documentation and job node parameters in JOC

Current Situation

• The XML document of the configuration monitor (e.g. job_chain_name.config.xml) can hold documentation for the job chain and for the job node. parameters.
• The configuration can be edited in the Job Editor.

Desired Behavior

• The JOC should be able to show this documentation as well.

Proposed Solution

• The job_chain_name.config.xml will be merged into the job_chain_name.job_chain.xml file.
• Job Scheduler should allow and forward new elements from that XML document.
• The JOC is then able to receive the complete content of the configuration file and to read the documentation node.

Maintainer Notes

• This feature is not intended for immediate implementation with JOC. Instead, this feature is considered a reqirement for the JOC Cockpit.
• This feature requires JS-1195 to enable specific XML extensions and a new plugin extension for job chains.
