Order's "Next Start Time" should always be displayed

Current Situation

• An Order can have both
  • a timestamp for "startedAt"
  • a timestamp for "nextStartTime"
• if the Order is reset then this is not considered
  • in the Orders View
  • in the "Order Queue" tab of the Jobs view
  • for an expanded job chain in the Job Chains view
• In this case only the timestamp for "startedAt" is displayed.

Desired Behavior

• Above views should always display the "Next Start Time" if it exists.
