If the database is not reachable on login then JOC Cockpit displays message "Account or password is wrong"

Current Situation

• If the database is unreachable and a user tries to log in to JOC Cockpit, a message is displayed "Account or password is wrong"
• The error does not indicate that there is a system problem but indicates that the authentication information is wrong. This error message is technically wrong.

Desired Situation

• In case that the database is not reachable, JOC Cockpit should display an error message indicating that a system error occurred.
