For classic JOC _start_at_default_is_now = false has no effect

Current Situation

When setting the option _start_at_default_is_now = false the value for the start time is empty and an alert box is diplayed if the start time is not set.
In an "Add Order"-Dialog an empty start time is not checked and the order is starting immediately.

Desired Behavior

When setting the option _start_at_default_is_now = false the value for the start time should be empty.
If adding an order, an alert box should be shown if the start time is not set.

Maintainer Note

A new option _add_order_at_default_is_never is introduced in ./config/operations_gui/custom.js to set the default start time to "never" for adding orders instead of "now".
This would be a change request and not a fix for a bug.

Please not that this issue only effects the classic JOC which is no longer available since 1.12.0 The fix will only be available for customers that have booked the LTS support option.
