Import should update items that are moved even if the content did not change

Current Situation

Currently when importing a set of items with overwrite=true items that are not changed are ignored.

Desired Behavior

When importing a set of items with overwrite=true items that are not changed and are not relocated to another folder are ignored. Items that are relocated to a different folder have to be updated even if the items content is the same.
