Position of the 'Expand tree' & 'Collapse tree' Buttons in Permissions Editor is not Static

Current Situation

• Open a role in the the Permissions Editor
• Hit F5
• Click 'Expand tree'
• Scroll up and down:
  • The 'Expand tree' and 'Collapse tree' buttons will probably move to the foot of the editor area in Firefox but not in Edge or Chrome.
  • The 'Expand tree' and 'Collapse tree' buttons may move back up to the top of the editor area when permission elements are opened and closed and scrolling takes place

Even with the few steps described above this is a 'happens often but not always' behaviour. However has been repeatedly observed since the editor was introduced.

Desired behaviour

The Position of the 'Expand tree' and 'Collapse tree' buttons should remain fixed in all browsers (at the top of the edit area).
