Publish functionality for changes broken

Current Situation

• JOC-1995 introduced support for changes to export and Git operations. In this context the deploy operation suffers from a bug that prevents changes from being deployed.

Desired Behavior

• Make the deploy operation available for changes.

Delimitation

• The issue affects use of the GUI, it does not affect use of the API.
• The Unix Shell CLI for Workflow Deployment supports deployment of changes independently from the issue.
