Improve timely behavior when moving orders for resumption in workflows

Current Situation

• When an order is suspended or is failed in a workflow and should be resumed, then users can choose a different position from which to continue processing.
• The JOC Cockpit GUI offers a drag&drop operation using the mouse to specify the position from which to resume processing.
• Dragging&dropping an order using the mouse is quite slow. For small workflows this is hardly noticeable, for larger workflows the delays in movement are not acceptable.

Desired Behavior

• The GUI should allow to dragt&drop orders on resumption in larger workflows without delays.
