JOC Cockpit should reset its heartbeat on termination

    Description

      Current Situation

      • When JOC Cockpit is shutdown, then the last heartbeat remains in the JOC_INSTANCES table.
      • On start-up of JOC Cockpit the heartbeat is considered and has to be older than 60s to allow a JOC Cockpit instance to start.

      Desired Behavior

      • When JOC Cockpit is shutdown, then the heartbeat in the JOC_INSTANCES table is set to begin of day Jan 1st 1970.
      • This allows to immediately restart the same JOC Cockpit instance.
