Preserve ordering of order tags

Current Situation

• With JOC-1693 tags for orders have been introduced.
• Users specify order tags when creating Schedules.
• The ordering of ordere tags as specified with the schedule is not considered when displaying order tags in the Workflows view.

Desired Behavior

• API: Reconsider use of Java data types for tag lists. The LinkedHashSet data type suggests to keep the ordering in place.
• GUI: Users would like to modify the ordering of tags managed with a Schedule.
