Certificate Identity Service broken for single-factor authentication

Current Situation

• The Certficate Identity Service cannot be use for single-factor authentication.
• A bug has been introduced that denies to manage accounts and roles for the Identity Service. From the list of Identity Services the Certificate Identity Services cannot be clicked and does not allow to manage accounts/roles.

Desired Behavior

• Restore the Certificate Identity Service for use as a single-factor.
• Allow to manage accounts/roles for the Identity Services.
