Consider Calendar updates of non-working-day Calendars when updating the Daily Plan

Current Situation
Planned and submitted orders are updated when a schedule or a working-day calendar is released or when a workflow is deployed depending on the schedule's configuration. 

When a non-working-day calendar is updated, then the change does not trigger the update of planned and submitted orders for all schedules using the updated calendar. An update of working-day calendars works as expected.

Desired Behavior

When a non-working-day calendar is updated,  then planned and submitted orders for all schedules using the updated non-working-day calendar should be updated accordingly to the schedule's configuration.
