Messages in the Alert Bell box should indicate date and time

Current Situation

Error messages and warnings are displayed from a bell alert box that is available with any page of the JOC Cockpit GUI. Message do not always indicate date and time but are offered in descending order of occurrence. E.g. the message that the agent lost must be confirmed is without date and time.

Desired Behavior

Messages displayed in the bell alert box should specify date and time when the error or warning was raised.
