Job Resource assignment is denied for jobs related to a Job Template

Current Situation

When a job template T1 is assigned to a job J1 it is possible to change the job resources for J1 at job level.

When publishing T1 after any change the assigned job resources in J1 are overwritten by the values defined in T1

Desired Behavior

When a job is linked with a job template it should not be possible to change the job resources at job level.
