Offer bulk operations to post notices

Current Situation
When a user wants to manually post notices that ExpectNotices Instructions and ConsumeNotices Instructions in a workflow are waiting for, then we follow the steps:

• In the Workflows view clicking the Notice Board name of any ExpectNotices Instruction or ConsumeNotices Instruction redirects to the Resources->Notice Boards view that offers to post Notices.
• Users can post notices individually from this view.

Desired Behavior

• Users would like to select more than one Notice Board in the Resources->Notice Boards view to post Notices.
• In the Workflows view Notice Boards should be selectable from a checkbox and the respective bulk operation to post notices should be offered for ExpectNotices Instructions and ConsumeNotices Instructions.
