A status warning is being shown when importing a Workflow Zip file

Current situation:

• When trying to enable the force_comments_for_audit_log, it is not allowing the zip file to be imported into the workflow and error messages appear on the dashboard when trying to import the zip file 'JocMissingCommentException: missing comment'.

Desired Behavior:

• When the force_comments_for_audit_log is enabled and the zip file is imported, it should be successfully imported.
