Bulk operations on Notices

Current Situation

• The Resources->Notice Boards view of JOC Cockpit offers the list of available notices grouped by Notice Board.
• Users can delete individual notices from this view.

Desired Behavior

• Users would like to select more than one Notice for deletion.
• The JS7 REST API /notices/delete should offer an array of notices to be specified.
• In the JOC Cockpit GUI notices should be selectable from a checkbox and the respective bulk operation to delete notices should be offered.
