Restart Proxy Service if Agent URLs are modified

Current Situation

• When a user modifies the URL of an Agent with the "Manage Controllers/Agents" page then such changes are stored to the JOC Cockpit inventory. However changes are not reflected with the Proxy Service.
• Assume a wrong URL of a Cluster Watch Agent. This change is not considered by the Proxy Service that continues to instruct Controller instances to use the wrong Agent URL.
• The only means to apply changes to Agent URLs is to restart JOC Cockpit.

Desired Behavior

• In case of changes to any URLs of Agent instances the Proxy Service sends the updated URLs to the Controllers.
