Logout with disabled Shiro Identity Service throws FileNotFound exception

Current Situation

When there is no enabled Shiro Identity Service the a FileNotFound exception is raised on logout from JOC Cockpit if no shiro.ini.active file is in place.

Desired Behavior

When there is no enabled Shiro Identity Service then no exception should be raised when performing a logout from JOC Cockpit. The presence of the shiro.ini.active file should not be a prerequisite for logout from JOC Cockpit
