Customizations are not visible if user has created a shared Customization atleast once

Current Behavior:  
After creating customization with shared customization enabled once, any customization created after that without Shared Customization enabled are created but after the refresh, it is not visible.

How To reproduce:

• Create customization with name and folder with shared customization enabled.
• Again create customization without Shared Customization enabled. The customization will be created but after a refresh of the window it will not be displayed

Desired Behavior:
Customization should be visible irrespective of Shared Customizations are enabled or not.
