Daily Plan service creates orders for all configured Controllers

Current Situation

• If more than 1 controller is configured in the JOC, the Daily Plan service creates and submits the orders to all configured controllers, although in these controllers the workflows assigned in the schedule may not be deployed.

Desired Behaviour

• The Daily Plan service should only create/submit the orders per controller if the workflows used in the schedules are really used/deployed on the respective controller.

Test Instructions

• Configure JOC to use multiple controller instances
• Inventory View
  • Create the Schedules with "Plan Order automatically"=true and "Submit Order to Controller when planned"=true
    • Release this schedules
  • Deploy a part of the workwflows on one controller and another part or nothing on another controller
• Dashboard View
  • Joc Instance -> Restart Service -> Daily Plan Service
• Daily Plan view
  • Check the execution results for the respective controller
