Jobs should not change state from being deployed to being not-deployed when selecting jobs from the Configuration view

Current Situation

• The jobs available from the Configuration view automatically change state from being "Deployed" to being "Not Deployed" if a user selects the job for editing.
• The Jobs automatically switch back to the "Deployed" state after a page refresh and after switching tabs in the JOC Cockpit.
• This issue is not about a deployment being performed, but about wrong display of the deployment status.

How to Reproduce

• Login to JOC Cockpit and switch to the Configuration view.
• Click on the job from the folder.
• The job automatically changes the state to being "Not Deployed".
• On switching the folder and on refreshing the page, the job again is displayed being "Deployed".

Desired Behavior

• The job should not change state from being "Deployed" to being "Not Deployed" when selecting the job from the Configuration view. 
• The job should only change state when the job configuration in fact has been modified.
