A JITL Job should check expected and real duration

Current Situaion

The daily plan shows the expected and the real duration. When the real duration is longer (or shorter) than the expected duration nothing happens

Desired Behaviour

There should be a jitl job that checks the expected and real duration for a significant difference. If so an email should be send.

Maintainer Notes

• This issue does not describe a valid change request. The functionality to forecast the duration of the job execution will not be updated by a job.
• This topic will be discussed with the introduction of jobnets for JobScheduler 2.0 based on an updated architecture that should allow to forecast without the use of additional jobs.
