Reporting plugin should synchronize the "waiting_for_agent" order steps

Current Situation

• if an order step is in waiting_for_agent state, it can happen, that this step is not synchronized
• orders with one step (and this step is in waiting_for_agent state) - the entire order is not synchronized

Desired Behavior

Reporting plugin should synchronize all orders/steps correctly
