Notification handling of excluded steps does not work correctly

Current Situation

When the order is completed and error step state equals config step and this is the last order step the notification always is skipped

Desired behaviour

When the order is completed and error step state equals config step and this is the last order step the notification should not be skipped but create and do notify.
