JITL: It should be possible for the sync job that stopped job chains are ignored

When a sync job is used in a stopped job chain this job is taken into consideration for the syncing. Therefore the sync in other job chains will not be released as long one job chain with the sync node is stopped.

There should be an option scheduler.ignore_sync_jobs_in_stopped_jobchains to let the stopped job chains be ignored. The option should be available as a scheduler variable and a a task/order parameter
