    Description

      1. Changes in ./lib/log4j.properties
      2. Eliminate as many duplicate log lines
      3. JSJ_I_0030 message only in debug level
      4. All log lines where log4j is reading its properties file
      5. rootLogger gets a basis configuration only if it doesn't have already an appender
