Remove German Versions of JobScheduler Reference Documentation

Current Situation
The German version of the JobScheduler Reference Documentation is no longer maintained but is still published in the following locations:

• JobScheduler Releases:
  • Is linked from JOC and JOE
• On the Company Web-Site:
  • http://www.sos-berlin.com/doc/de/scheduler.doc

Desired Situation

• JobScheduler Releases:
  • The German version files should no longer be included in the Engine Builds
  • The Links in German language interfaces for JOC and JOE should be modified to link with the English version files.
• Web-Site:
  • The German version files should be removed and replaced with redirects to the English versions.
